The front bar is essential on the ones I have seen, it is this that bolts to the front of the tractor where the cross beam that supports the front axle attaches to the engine sump.

I cant see it being necessary to balance such a low revving engine to the degree of accuracy you refer to. That's the only reasonable cause, pop an inline tap into the cold start feeder pipe as a quick fix to get you going whilst you sort a tap repair out.

I have recently fitted some to mine (1959), the main issue I had was where the hub had been clouted with a 4ld persuader and distorted the thread but, a bit of work and they fitted all be it tight.

Mine certainly had a compressible rubber pad as I replaced them with a modern sticky back equivalent when rebuilding. Oh and the same applies to the radiator to but, don't buy the ones from Agrline or similar, far batter just purchasing some rubber mat of a decent thickness and cutting and drilling ...

The lubricating fuel depth is already set by a dip tube in the pump so raising the level wont give any benefit plus, the fuel pressure in the pumps pistons will be a few hundred psi which will easily overcome a fraction of a psi of head. The whole basis of the setup is to allow diesel to leak out in a controlled manner, the end of the pipe actually should pass through a small bracket which is attached to one of the sump bolts. They should all have it and there should be a 360 degree loop to stop crud getting in (this fills with diesel like a U bend)

There must be two types for the Perkins 3 cylinder as a recent engine gasket kit that came from a well known supplier, had two cover gaskets of slightly different shapes.

Every case of a broken cam shaft I have seen (various engine types) has been due to an oil feed failure to a camshaft bearing.
Easy enough to check on a Dexta given its external oil feed pipe work.

Steering and brakes would be my concern as the there wont be any extra torque (it only goes quicker as the engine will rev to 6K being what looks like an old Ford V6 petrol)
