Governor link arm - rattle fit

The link arm running thru the block is very loose fitting. At either end is a sizable opening. While cleaning the engine with a high pressure washer, I was wondering - does the arm run inside a sleeve, or can water and soap get into the sump via the holes ?

Hello Tjibbe,

No water will get into the engine, otherwise oil or cooling water would have came out of the block
