FSM and high idle.

Bit like a soap opera this, (Ongoing!) but still messing when I have time with a FSM.
Has a high idle, as in maybe 1/3 throttle. Tac doesn't work so can't say exactly.
Tested the injection pump and seems the diaphragm was leaking, so replaced it.
No difference, still high idle.
Played with the high/low idle screws in the manifold, and no difference.
Pipe from the rocker cover to air filter seems well sealed.
If I remove the cap off the air filter and half cover the air intake, she idles down well, but no other way can I get it to slow down.
Checked the vacuum lines, and can't find any leaks.
What next??
