high end engine speed too low

the throttle is acting funny but did not used to act funny, above 3/4 of the way from idle towards full throttle the resistance becomes same or slightly less than when set at low idle but above 3/4 throttle the engine reduces rpm's and I think it may be the cause as well of hard starting when engine is cold so how do i reset it to get proper full throttle back....this is the 2nd Fordson tractor I own which is the one I am mentioning here and for which I am seeking help for is a super major and I believe the year to be a '64 and has the Simms minimec mechanical injection pump, any guidance would be greatly appreciated
