If you are talking about the amp meter, coupling a couple of modern headlamp bulbs and connecting them in parallel with one post on the meter, the other post to battery +ve and the other side of the bulbs to battery -ve may tell you three things, 1 Bulbs light and needle moves = gauge working (although the amount it moves can still be restricted by e.g. corrosion or other - spiders entering via a missing bulb can jam them up) , 2 bulbs light needle doesn't move = possibly needle arbor or something inside rusted or jammed, 3 bulbs do not light or needle move, broken wire inside meter (may be repairable)
If you are talking the tractor meter then check the bowden cable turns at the meter end with the engine running, if not its a pound to a pinch of snuff its broken or the square is worn round at the drive end, if the engine isn't running, whittle a wooden peg to fit the square in the meter end and turn it cautiously by hand or with a cordless drill, try both rotations if the first doesn't do anything.

Coolant guage u can boil water and put it in it.... as for oil fressure i assume if u blew low pressure air in it it should act the same as oil
