Front wheel bearing, grease and felt seal

Hi
I have changed the front wheel bearing, but wheen I also put on a new felt seal, the wheel want spin freely.
The felt seal is approx. 11 - 12 mm thick, and compressible.
What is your experience?
The mfr is Vapormatic, and made for the Major.
Should the felt be soaked in oil or something?
I am also surprised that the grase nipple is not directing the grease towards the bearing,
but just into the large hub space.
Is the large hub space supposed to be completely filled with grease, so any new grease wil force grease into the bearing?
What type of grease are you using or recomending?
I recently opened two front wheel hubs.
In one there was used a grease which was very thin or liquid.
Here the bearings seems to be in good order.
It was also plenty of grease.
This Wheel had no felt seal
In the other it was used a regular grease.
It seems to be hard and of no use.
Here the bearings needed to be changed.
I also had to add that the previous owner was not happy on greasing, because it was to little as well.
These two Wheel hubs came from different owners
