Water in air cleaner

Hi I will get water in the oil bath air filter on my 63 super dexta when it is left in heavy rains. :evil: There are 2 vent holes on the top of the cover (I am going to weld them shut.) there is enough air intake from the bottom. What were the vent holes put in there for :?: there must have been a reason Has any one had this problem?

My Super Dexta let water in through the precleaner, or so I think. When I tryed to start it in the cold weather at christmas I could not understand why it would not rev above idle, then I discovered the oil/emulsion in the air cleaner had frozen, so I had to thaw it out on the raeburn then refill with freash oil. I have owned the tractor for nearly 20 years and this was only the second time this has happened, I think snow gets into places rain dose not get to,and we have had an unuseual amont of snow this winter and last.
