1964 Super Dexta brakes

Before I dismantle the brake drums on my super dexta , what might the main reason be my brake pedal sticks in the down position when I brake ?

Seized pins in the linkage, cross shaft to brakes tight, weak springs in the brakes. (See other post on brakes).
