Position control linkage

Hi, I was having some issue with my lift and when I took off the lift cover I noticed that the linkage for adjusting the position control and draft control was not connected. I found in a manual how the adjust it but I don't have a n-503 tool to position the arms. Do I need that tool or can I just set them at a certain height? Thanks for any help
