Super dexta lift not working correctly

Hey guys, I went to do some mower with my rotary cutter and my lift didn't have enough power to lift the cutter. It will lift a lighter implement. i put a hydraulic gauge on the aux port and pulled the asc knob and it reading 600 PSI. I think it should be around 2000 PSI. It did raise a few time but not often. Am I doing this correctly. If so, what steps do I need to do next? How do I know if it's the pump or some value? Thanks
