Lift question

Hello all. I have a 63 Super Dexta that needs to have some repair work done on the hydraulic lift. Before I dismantle it I'm hoping someone can determine the problem. If I pull all the way up on the lift lever the implement will raise only a slight amount. If I hold the constant/qualitrol lever down midway between positions the lift will raise all the way up and hold. If I switch it to either positions it will lower immediately. Any suggestions? Goodeeeevening,
Had a similar problem with the super major i bought recentley, turned out to be due to links inside the hydraulic cover having seized in rust!!!

yes, seized or out of adjustment.
Will it raise with some weight on it?

Not without holding the constant/qualitrol lever halfway between positions. It will work correctly on occasion but most of the time the the lever has to be held in the mid position.
