I had a water leak on my PM and just removed sleeves and cleaned off all the the rust...The seats for the o-ring are rough but not too bad

Has anyone had good success with liquid metal to smooth this out?

Should I use sealant (what kind?) or heavy greese on the o-rings so it doesn't leak again?

In the dealership we used to use a substance called Belzona which was similar to molecular metal. It used to work well. We used an old "O" ring in the groove and the bottom seal area of a liner which had been cut off. Put in the seal and liner, then build up the area, wait till just hard and remove the liner, leave to fully cure then reassemble with new "O" rings and liner.

When you reassemble your tractor do not use any form of grease. This will possibly damage the "O" ring. I fit mine with either smooth hand soap or washing up liquid (this comes in handy for tyre fitting too but make sure you are not seen by the lady of the house).
If you want to seal the area, non setting gasket sealer works well and remains flexible.

Your liners should slip in with normal hand pressure. If they are very tight then you have either made a poor job of the cleaning or you have the wrong liner.
