I would have thought that the upper limit of the arms was controlled by the valve in some way rather than meeting a dead stop. I think what you are describing is the speed control, i.e. throttle, try opening and closing the throttle under the steering wheel, and see if it moves.

I think it's a 2000, Assuming it is a UK build, other variation may have been done for elsewhere? it would have been labeled Dexta, not Super Dexta which was the 3000. No it's not the check chain bolts, it's the 5/8 UNC bolts which are underneath, as it happens, I also removed my check chain bolts and there was no leakage. If you're into electronics or know someone that is, then a good way of doing comparative tests is using an oscilloscope current probe to measure the starter motor current, more current needed to push the pistons against higher compression. and visa versa.
