You will have to swap either gear on the raised pto shaft, or the pump gear. The gearing on the npsm will compensate for the slower pto speed. So in your case i recommend to swap the gear on the raised pto shaft to one with 33 teeth to keep the "right" ratio. Gears on the pto shaft are interchangeab...

The bearing itself on the raised pto shaft is not sealed, so the oil will flow through the bearing into the raised pto housing. -> You do not need to add oil to the raised pto. The problem is highly unlikely in the valve itself, but the way it functions. Changing the relief valve to another of the same type will not help. I also have a ram piston with dual o-rings, the tractor has been here in Finland all its life. I'm sure it will work with only one seal just as well. I'll leave my both seals on the piston since both the cylinder and the piston are really worn.
