Thanks for the advice and pictures! I noticed this damping valve when i replaced the diaphragm but had no idea it might solve my problems. Is there a correct method for adjusting this or just crack it a bit and see what happens while running?

A quick update on lack of progress. After a few weeks replacing parts and crossing fingers, all the problems remain. Yeah, thats true. It idled high, misfired a little and smoked like a chimney stack but I still had control of the RPM with the throttle lever.
