Fixing the tire while it is on the tractor is the preferred method. If you do want to get the rim off of the hub, a method I have used is to loosen the nuts one turn from contacting the rim, and then go for a drive around the farm, using the brakes on that particular wheel from time to time. The Smiths lift may have some Whitworth on it, but the rest of the tractor should be Unified (UNC, UNF). It has been a few years since we restored ours, but I don't remember any Whitworth bolts.

I have never seen a factory one, but we made one for our N out of an implement belt idler pulley. Not complicated to make.
Our E27N uses the generator to tension the belt. I take it yours does not have electrics?

Some provinces in Canada do require licenses for tractors, but you don't need one here. Just need to be 16 yo. You could be experiencing coil break down in the magneto, or a bad condenser. When it does it, check to see if you have spark.

An engine from a 6600/6700/6610/6710 would be the one to look for, as they would be 256CID, same as your 5000. I believe that the 56XX tractors reverted to the 233CID, same as the early 5000.
