Fordson N Starting and running problems.

High there I'm having trouble with my 1937 Fordson N it always struggles and takes forever to start. Always have to start it on full choke and when it does start and run it only works on full choke and won't rev at all. I have the screw open 2.5 turns I've had the mag serviced. Just can't figure out what the problem is. Anyone have any ideas?
