Major/Super Major water leak

I have a 1962 Super Major with a 1954 Major engine. It was sat for about 15 years before I got it and it started on the third attempt. It has since had a few problems (ticking over at full throttle and stop cable not working. Had a seized piston in the injector bit apparently). This has been replaced as well as a new radiator and other bits and runs ok now. It is however leaking water out of the part where the throttle rod goes into the engine block (on the lower front right). The oil was milky and has been changed. I know nothing about engines or mechanics but the guy working on it thinks it may have a cracked cylinder head/block. Does this sound right or could it be something simple like a seal or something.

The throttle rod goes through the water jacket in a tube, if this tube has a rust hole in it water will leak out. The tube is cast into the block so it is not replaceable. I would suggest a can of Wonderweld in the radiator.

The milky oil is more worrying. This could be liner seals which would mean a complete strip down and replacing liners if corrosion has done its usual work. It could also mean the block itself is corroded away on the seal grove. Not a problem as this can be repaired with Molecular Metal or Belzona.

Whilst it was stripped an cleaned you could find and repair the hole in the throttle tube with the same stuff!
