Question a few things first.

Are you using the cold start button on the pump?

Is the timing correct?

Is the engine really tired resulting in low compression?

Have you changed the fuel filters and are you sure you are getting a good fuel flow?

If the above pass inspection, then you will need to have a professional shop check and calabrate the pump. Dandy Dave!

Some years ago, when I 'inherited' a SMD it would only start after half a can of ether was squirted into the air intake. After serious work on the head, valves and injectors -- plus new filters -- its has started first churn of the starter. However, at the start of our winter [Aus] this year it nearly flattened the [new] battery before firing. Draining the 'rubbish' out of the Minimec and filling with new engine oil cured this and it now fires up instantly again.
One thing the the Fordson Minimec manual states on page 47 is:- "When starting the engine open the throttle in order to tension the main control spring and move the thrust pad, weight carrier and pump control rod forward to the maximum fuel position -- or to the excess fuel position when the excess fuel device is operated."
I mentioned in the post "Injection Pump Minimec" of December 12th. how to download a copy of this manual.
