dual clutch

hi i am going to split tractor next week to investigate whats wrong with my clutch.
I have fully adjusted it because it was bitting at top of pedal, it is still very high but does not slip, main problem i have is i cannot disengage pto clutch, i dont think it is stuck as i have used it by starting it with pto engaged with post hole borer attached and still wont disengage,
i have a spare clutch assembly with a few parts missing, what parts are likely to need changing.
Can i just adjust the small mushroom head bolts on clutch fingers, and if so which way longer or shorter?
