on working on the super major i just picked up,noticed it did not have a decompression lever on it though there provisions for one. it was in the tool box. question are they necessary? are they used in starting in colder weather as an aid for faster cranking then switch the lever back to start it?

As brian and a few more will agree, dont wind the engine over and flip the decompression lever, as it could damage the valve gear etc. From what i can understand the reason it is there is if you need to turn the engine over by hand in cold weather, but dont use it to start it.
