New Major - Plenty of Revs..... But no Power

From previous investigations I believe I have a Fordson New Major E1ADDN Mark 1 October 1953 with an industrial engine.
I hope some of you can assist identify the performance issue described below.
This tractor is used as a working tractor for odd jobs on a small 200 acre beef cattle farm (slashing, moving soil with loader attachment, etc).
Recently, there seem to be issues with transfer of power from the engine and I've been unable to use. I seek your guidance as to where to start!! I suspect maybe a clutch problem. I have plenty of REVS, but this doesn't transfer to power output on the ground. In low gear the tractor hardly moves forward, and at times when she does move its like its in very slow motion. If we meet a slight rise in this mode then no way will it be negotiated and tractor remains stationary.
Is this likely to be a clutch problem? Have adjusted clutch & this doesn't seem to help.
When I initially experienced this problem, forwards was in "slow motion" with no 'grunt', but I could reverse ok. Went to show problem to older farmer friend, and seemed to work OK. Then worked ok for a while and was able to use slasher up slopes, etc. However, performance has now deteriorated again, and this time forwards and reverse affected. Have spoken to a few people & they have not heard of this type of problem before.
Any guidance would be appreciated.
