3 pt hitch lifts automatically

Hello,
I bought a super major last year which was built in 1964 and sold here (Canada) as a Ford 5000 diesel. When the pto is engaged the 3 pt hitch lifts up regardless of the position of the lever and stays there. I'm not a mechanic. I've looked here in the forum, in the manuals and in the hydraulic supplement to try to understand what is going on. It seems to me that the control valve must be stuck in the up position as a result of the linkage being disconnected inside, the control valve being stuck in its pipe or the spring that pushes it back being too weak. The tractor did sit for a while ( a year or two) before I got it, so maybe it's seized up in there. Am I on the right track here? If it is one of these things, am I right that I have to lift the lid to fix it? Thanks in advance for taking the time to answer. The tractor looks bad, doesn't have lights or instruments, but the engine runs like a top and I'm very pleased with it.
