Fueling Issue

Hello All,
I just finished reassembling the governor on a 1957 Major. I put a new diaphragm in and an issue seems to persist that it had previous to installing the new diaphragm. Once I get to about 1/4 throttle, the RPM's climb all on their own. This only seems to happen at an idle. When driving the tractor, it seems to be just fine. It almost resembles a runaway but once I bring the throttle lever back to the idle position it smokes a bit and idles right down. Any thoughts as to what may be occurring?
