THE STARTER IS BRAND NEW AND NOT REBUILT. I've installed it works great . I was a little concerned about 10 teeth verses 11 teeth . No noise it and it does crank over faster . You can buy these in the USA ranging from $ 100 to $200 U.S .dollars .
