I agree Henk, making your own is a good way to make them smaller. For a purely practical solution i thing the easiest way would be to fabricate some new brackets using both mudguard bolts and any remaining good bolt holes on the axle to attach them. They won't look original but if the tractor is just used for work that shouldn't be a problem, the existing holes can be a weak point so any enlargement of them will just weaken them further. Just my opinion but it's what i'd do if it was mine and just a working tractor

The heavy duty brackets already sort that to some extent as they have 4 holes. I think a fine thread might be more difficult to work with on something like this.
