From the first photo in the second post, you can clearly see that the top of the cowl is out of line and, as previously said, is sagging down towards the driver.
The side panels of the cowl look straight and therefore suspect that the cowl must have bowed to let the top surface come down.
It maybe possible to hold the cowl firm and pack top of the cowl and then use a jack to push the cowl back up into shape.
Failing that I would change it because it is virtually impossible to adjust that mis-alignment out.
I have a nose cowl that had £150 worth of panel beating on it and looks just fine, but just wouldnt line up and looked terrible. Believe me I tried.
