Hydraulics appear stuck

I have a 1964 Super Dexta, that ended up with a frozen quadrant lever last year. (Slight upward pressure would cause it to lift but lever was stuck) Opened it up released where the quadrant lever had sort of rusted with the other bits. Checked all and lubricated, all valves seemed to slide well, cleaned and rebuilt the Qualicontrol and the rear spring which also was seized.Changed oil as was becoming emulsion and cleaned filter and replaced o rings. New gaskets, sealed leaky bolt holes to try and reduce water getting in there.
All back together, Quadrant lever moves, but now hydraulics will only lift 2 inches. Hid it away in big shed for 3/12’s, but now need it. Where have I gone wrong?? Any help please! Watched loads of YouTube but no real help!! Very despondent!!! :(

Did you make sure the adjustments are correct? Does this only happen with the selector lever in one position or both? I suspect you'll need to lift the top cover again, worth looking at the manual and Brian's guide on this. Need to know exactly what it does to what lever movement to be sure about what's happening.
