Wobbly Light Switch

Has anyone else had this problem?
Got a new light switch (without key) but find it doesn't fit very well - it wobbles in the panel. The reason - it has 2 rivets which stick up and prevent it sitting snugly underneath the panel. In fact when fitted, it is decidedly gash.

According to the parts list, there should be a 'Seal', item 11, on top of the switch, between switch and panel, presumably to take up the gap and hopefully prevent the rain running down inside the panel:

Has anyone come across a suitable seal/rubber washer?
Maybe another DIY job?
