In the process of setting maximum and minimum revs (has been easy enough with the throttle linkage adjustments, I have also wondered about the 'maximum fuel stop screw' on the governor housing. Since replacing the governor diaphram the engine fires up less easily. Is there a known way for the layman to set this screw, obviously it was originally wired in position which suggests some importance to the setting!

The only procedure I've ever seen requires a test stand to set this....

A couple of other things come to mind though......
1) pull the side cover off the pump and make sure the spring is pushing the control linkage up against the stop (engine off).
2) is the diaphram stiff ? try massaging a bit of petroleum jelly or leather conditioner into the leather.
