I'm replacing the diesel fuel filter and didn't notice the location of washers when the filter came out. There is a flat metal washer 1.25" in diameter with a hole large enough to go over the center post in the filter housing and a smaller fiber washer with the same diameter center hole. Do these go on top or bottom of the filter? It would appear that if they go on top that would impede fuel flow to the output port. Thanks.

I think it's the bottom seal, look in a parts book to be sure though.
