Could be many things Pascal.
The "Y" series had only two filters and both need the lift removed to change them. One is the suction filter right in the bottom of the rear axle and is a real pain to get to and only needs washing, the other is the return filter, so what filters they have changed?
The hydraulic pump will need bleeding, this could be the problem.
The oil should be 20/30W, Universal oil or Ford 134. If it is too heavy then the pump will not get it from the rear axle. Even the 20/30W would sometimes need diluting with Fords Blending Fluid or 4.5lt of Kerosene, which ever is cheaper,

both are Ford recommended cures.
Once we know oil is at the pump then we can look at things like a stuck unload valve.
