Bar mower repair.

Every time I have tried to use my bar mower recently something else on it has broken, so I have decided to go though and sort everything out.
I have come across some sort of rubber bush between the drive shaft and the drive pulley. unfortunatly it has perrished, I wondered if anyone knows why it is there and where a replacement could be found.

I wondered if it was a torque limiting feature or to absorb some vibration. any thoughts?
