Trailer brakes

I have a trailer to go behind my dexta, tows well but the brake system has been cut off.
I want to fit the trailer with a functioning brake system but not sure what system to use.
not sure if I should just reinstate the original or change to a hydraulic system as I would have no way to operate the brakes whilst travelling with the original handbrake on the drawbar. there is no provision for over-run brakes.
I would guess the trailer is a 3ton trailer
