i am appealing to anyone with website experience.
i had a website built with a 1 year contract to promote it on google.
the year is now up for renewal, if i do not renew is there a way i can keep website and its address to try and promote it myself.

It may depend on who you had your contract with and whether or not they'll allow you to move it to another hosting provider. If you bought the name, then it should be yours until you default on the renewal fee, but that shouldn't include 'promotion' (and that stinks, anyway).
You should be free to move it for a few quid to another hosting provider, or at least set up a redirection.
As with all things, what does your contract say about renewal/termination/redirection?
The other option is to allow the name to lapse - may take a few weeks - then buy it again through another provider. Been there, done that.
