I have noticed that the starter motor has got a clamp over it with sort od shims underneath. This clamp is at the end of the where the power wire is connected.
Under these (thick) shims there ar openings to the start motor. Now I have not opened it, but what is the purpose of all this? Is it weather protection or holding these shims in place?

might even be the connections to the starter. crank the engine with the stop pulled out for 5-10seconds then feel along the large cables to the starter. if they are hot at one point that is where the resistance is. if you find you are replacing the starter, you can buy a starter for a major and swap the front half of the starter over (the ali casting) and you have a working starter. both starters turn the same way so no worries about changing anything there.
hope this helps.

Thanks for the helpful information.
I have charged the battery over night and as per the charger it was full.
When starting the relay gets hot and the start motor itself (even smoke is comming from it). The cable to the start motor is cold except for the connection to the start motor, but it is lose as well,or I can move/rotate it in the connection. The is a bolt on top.
The calbe from the tractor to the minus of the battery is hot.
