The bolt should have a fibre washer to seal it, if you can't tighten it enough to get a seal you should try some rubber before you use PTFE as it tends to be messy, and the one thing the injector pump will not tolerate is dirt.

I wouldn't use ptfe anywhere near diesel. Mine has a copper washer the same as on the injectors and doesn't leak even after several bleeds after work on the fuel system.

PTFE was originally designed as a thread lubricant, and not for sealing. The fact that it sometimes seals was just a bonus. I'd use it as a last resort for sealing threaded parts.

Brian, I had a similar problem with my bleed bolt on the fuel filter. The reason was that the surface had a bit of a burr, so we filed it down to achieve a smooth surface. Yes and a new alumnium/copper washer and that was the end of my leak.
Good luck Mervyn.

Only just noticed this Brian, to avoid having to use too much torque on the bolt, heat the copper washer to red heat, hold it there for 10 seconds or so then drop into cold water, this will anneal i.e. soften it so it will conform and seal with less torque, always good practice if re using Cu washers and increasingly seems to be needed on new ones which appear to be supplied harder than they used to be !
