Dynamo Output voltage

I've just installed a new dynamo and pulley on my Dexta - however the charge light stays on until about 1600rpm.
I checked the output voltage by linking the 2 dynamo terminals with a short length of wire and checking the voltage between this link and earth which gave a reading of 2.4v at 1000rpm rising to 4.4v at 1600rpm. The manual says this should be 24v.
This is the 2nd new dynamo - I returned the first because the charge light stayed on and doing the above check produced 0.01v.
I polarized the dynamo by touching a wire between neg terminal (positive earth) and the small field terminal.
It would seem to me that the chance of having 2 faulty dynamo's is slight so I wondered if a) I'm doing the test correctly and b) anything else I should be doing.

Andy,

Have you fitted a new regulator? A faulty one would take out both dynamos.
