Ben, You seem well into Dexta's, Has your Dexta a parking brake latch ?. Reason i ask is the one one mine is missing (no hand brake either) and i wonder if you , (or anyone) would be prepared to slip one of a dexta and draw an exact pattern with measurements and hole locations, and send it e-mail. I think i can make one out of a piece of steel.
As to your question "oil strainer" i recon a good soak in diesel and a strong garden hose jet would get it clean, I got a gasket from Kelloggs and it seems to be OK, would just tap the holes in a little and don't over tighten.

Which type of handbrake does your tractor have, early latch under brake pedal or the later lever handle & racket on driver's left?
Parts for the later type, like mine, are readily available from Agriline etc.
A line from the 2 o'clock to 7 o'clock holes in the picture seems to show the strainer hole is offset compared to the holes at 4 and 9 o'clock. IMHO
