Brian,
I found some serious wear in the support housing from the pistons rings. I replaced the housing, changed rings, put in new clutch discs and a new brakearm/pad assembly. Everything works as it should now

Brian wrote:Brake pad wear is common and so is "oil drag" between the plates which keeps the shaft turning as you say. You can remove the PTO clutch pack from the top on your tractor after taking out the top drive shaft from the rear. Not the PTO shaft but the drive shaft behind the square plate above it. On some of the later tractors this is not possible but I have done it many times on the "X" series.
Even with a new brake pad you may not find any improvement. It was not until the system was re-designed and a band brake fitted that the problem was cleared.
