Power major pulley

Hello everyone, I`m another new member with a 59 major I`ve had about 6months. My problem is the pulley has always turned round when out of gear, but it will stop under hand pressure. Lately its started leaking oil, any advice on how to stop the oil leak/stop the turning welcomed, thanks

From memory the pulley turning wasn't uncommon and usually occured on start up, mostly stopped when things warmed up.
Can't remember anyone ever being to concerned about it, used
to happen on the E27N too.
